You don't get Tyrogue by catching it. In order to get tyrogue, you need a Pokemon that knows surf and water fall. So first go into Mt. Mortar, entrance at route 42 and make your way down to the cave. Eventually, you will see Karate King Kiyo, challenge him to a battle, and if you win, he will reward you with a Tyrogue, but you must have a open slot for Tyrogue!

You have to go into Mt. Mortar. You will need surf and waterfall.
It is a sort of maze to get to the man who gives him to you.
You have to battle a few trainers to get to the man.
Once you get to the man he will ask you to battle, if you defeat him you get Tyrogue.

the master of the saffron city dojo gives you one after you defeat him. he is in Mt. morter, you need surf waterfall nd maybe rock climb to get to him. it isnt that hard to find him
