Where is birth island?

Actually to get to Birth Island, home of Deoxys, you must have the event item AuroraTicket. The event however, has passed, so if you do not have the Aurora Ticket, you can't get to Birth Island.

You have to talk to the sailor when the boy is sleeping and then you get to it. The boy has a trance on him.
