The Lock Capsule transfer

I don't remember there being an event for the Lock Capsule, but it says you can transfer from SS/HG to BW. Does it just randomly transfer over, or do you have to wait a long time to get it?

So no, it is not available and it NEVER was. I have been waiting too. The same thing happened with the Azure Flute. It was never released and it was meant for Pokemon Platinum. Maybe in the future, if GAMEFREAK remembers...
