How come suicune hasn't come to bills grandfather house yet?

You need to encounter Suicune in all of the places around Johto/Kanto first.
-Burned Tower
-North of Cianwood
-Entrance of Mt.Mortar
-Vermillion City
-Route 14

If you did all of these in order, Suicune should show up at Bill's house.
