Damp or Cloud Nine for Golduck ability?

I think damp would be good for training against gravelers on victory road
but cloud nine could be rain dance beneficial and eliminate chances of no charge solarbeam

Cloud Nine, because Explosion and Self Destruct lost their ability to cut your opponent's defense in half this generation, meaning they pretty much suck now.
