Most days the game will randomly select a route in the region, when this happens it is known as a swarm or outbreak. All it means is that a pokemon that you could not normally catch is on that route for the day, different pokemon swarm on different routes, but they never change the route they swarm on, for example a swarm on route ten will always have tyrouge and nothing else.
