Will Psycho Shift + Flame Orb activate Flash Fire??

Question

I've seen this before in double battles where the teammate hits the other with a Fire-Type move such as Will O' Wisp or Flamethrower to activate Flash Fire.

Now take a Cresselia that know Psycho Shift and is holding a Flame Orb and a Chandelure with Flash Fire. Cresselia used Psycho Shift on Chandelure. Will Flash Fire activate??

No, it will not.
