How do you use the Riolu strategy with Roar/Copycat/Prankster?

Question

I have seen people having Riolu's using Roar first and i don't know how they do it. Roar has -6 priority but yet Prankster only increases it by 1.

Set up hazards, Roar,
Then use the move Copycat.
