Where can i found the HM cut on firered version

I have been looking for the HM cut a very long time, I restart my game and didn't find it. Can someone help me find it pleeaase? :)

Go to the S.S. Anne in Vermillion City. Go through the ship and you will eventually find your rival. Beat your rival and then move into the Captain's Cabin. Talk to the Captain and give him a back rub. In exchange for this, he will give you the Cut HM.
