It says that it causes the foe to move last, but could somebody explain it in further detail?

>It does not have priority so will fail if the target already moved in the current turn. Therefore it is useless in single battles and only works in double/triple battles.

They are saying that if the quash user went last then the opposing pokemon would go last but if the user of quash goes first nothing happens.

You have it completely backwards. The user must move before the target to make it move last. Read the description more carefully. I have experience with this move.
Well, that is completely useless because you would have already been going first
For the love of all that is Arceus, It is only Double/ Triple Battles.
