How does the move Quash work with negative priority?

I was thinking about how the move Quash could be paired with Prankster to force a mon to move last. At the same time, I wondered how that would operate with a negative priority move such as counter. So if a mon like Murkrow with prankster used Quash on an enemy to make it move last, would the Quashed Pokemon move first or the Pokemon with counter?

Counter will still move last.
