Where exactly is the "Turnback Cave"???
Once you beat he Elite 4, head south of Veilstone City. You should notice a path appears, that was previously blocked by trees. Head through there and Rock Climb down the hill to enter Turnback Cave. Complete the puzzle in there to find him.
