how do you get cobalion to come back?

Question

the old guy said to train your pokemon then one day cobalion would come back to where you first saw cobalion.
so I trained my pokemon up a few more levels each then went to check but it wasn't there

Beat the Elite Four again. Then, go back to where Cobalion was. It should be there again.
