What is the Limbo Tier?

I know what limbo is, but what does it have to do with Pokemon, besides the unbaptized ones?

It's like rating pending for video games, that's where they put pokemon that haven't been put into a tier yet. The 5th gen pokemon will all be put there when the game comes out, then they will be put into tiers based off of how well they battle. Limbo is just a transitional place for the pokemon.
