Yes,
After you have beaten the Elite Four, Lenora will give you a fossil in Nacrene City. Obviously choose the plume fossil to get your Archen & Evolve it.
>Archen cannot be found in the wild in Pokemon Black 2 or Pokemon White 2. It may be available by some other method in-game.
