Where can you get the item to evolve porygon in ss so I can get my porygon to evolve <3?

i need more than one porygon2 in BW Its the only way to really be satisfied <3

A Security Guard located in Saffron City's Silph Co. with give you an Upgrade, so you can get Porygon2.
