A thing that I don't understand about Dream World and Dream Radar.?

Question

Can you catch legendaries Pokemon like Reshiram in the Dream World or the Dream Radar?
If so can you post me a link that shows me the Pokemon that you can catch in the Dream World and the Dream Radar.

About legendaries
you can only get a legendary via event
same with starters or any other Pokemon like that
