It's a glitch Pokemon in Gen 4 obtained through using the Action Replay 'Mining Museum' code. It succeeds Arceus, being Pokemon number 494. It is unable to be traded, and freezes the games when sent into battle or released. Essentially making it impossible to get rid of.
