Can Pikachu have Fake Out and ExtremeSpeed on the same moveset legally?

No. I tried to use it on Showdown, and after some research I found Fake Out is through breeding, and Pokes with event moves cannot learn moves through breeding.

Nope.

Fake Out is a move Pichu learns. ExtremeSpeed is an Event move from a Pikachu.
