What tiers can Hippopotas, Snover, and Vulpix be used in?

I want to know if they are banned in the tiers below OU, so a list of the tiers they can be legally used in would do quite nicely.

All permanent weather is banned in tiers below OU. I think this means you could use the Pokemon with their DW abilities, just not weather starting ones.

However, you can still use Snover and Hippopotas (ie. permanent sand and hail too) in Little Cup (not Vulpix though).
