The spiky eared Pichu is an event only Pokemon in Heartgold and Soulsilver.
The event ended years ago.
The player had to take a normal Pichu to the Ilex Forest in front of the Shrine and the Spiky eared Pichu would appear.
Also you can't trade her to any other game.
It is only female and it doesn't evolve.
