My Vote Button Doesn't Work, Am I Just Doing It Wrong?

I was trying to vote down this persons answer, to one of my questions, that made absolutely no sense, but when I touched it, it didn't work. Have my right been revoked? If so why?

You don't have enough points to have the privilege to vote.

You have 12 Points. You need 80 Points to be able to vote on anything.

The voting system changed recently to 40 to upvote
