In move tutor of gen3 learnset, I think FR/LG should be switched with emerald

No because Firered and Leafgreen are Gen 3 games too so its right.

look at move tutor moves. It can learn 3punches in FRLG but not in emerald
but if you see

it says you can learn 3punches in emerald

Thanks for letting me know! Turns out all the FRLG and Emerald moves were switched round. I've fixed it now and the site will be updated shortly...
