Smogon doesn't even have tiers up for generation V...They're not being tyrannical. You don't have to adhere to their rules if you don't want to. It's a game, not a government.

Aren't the tiers decided by the usage stats of Pokemon on simulators though? For example you can't put a Pokemon in "Never Used" if it's on everyone's team, even if you think it sucks.
