Since Gen V, Feint has been able to hit regardless of whether or not the target Protects/Detects. It just ignores the effects of Protect/Detect if they were used the same turn. The effect you have listed was true only in Gen IV, although it still cancels out Protect/Detect for the rest of the turn if it hits a pokemon that tried to use one of them.
