On the Energy Ball page it says that Vulpix/Ninetales can learn Energy Ball via TM and as an Egg move but on Vulpix/Ninetales' page it says that it can only learn it as an Egg move.
Vulpix/Ninetales learn Energy Ball through TM in Black/White, but not before. That's why they show on the move page.
I will see if I can make it a bit clearer... With so many pokemon games it's difficult to get all the information on there!
