Ahhhh I found one of my cringiest hidden answers on Pokebase:
Before we decide who is better, let's compare the two first.
Base Stats:
Both Toxicroak and Sawk have the same base Speed of 85. Both of Sawk's base defensive stats are 75, while Toxicroak's base defensive stats are 65. Sawk's base attack is higher than Toxicroak, meaning Toxicroak won't be able to hit as hard as Sawk. However, Toxicroak has a higher base HP than Sawk. Toxicroak's base special attack is okay, whereas Sawk's base special attack is low. So, with Toxicroak you could run a physical or special moveset. Sawk should be using a physical set.
Typing, Abilities, and Movepool:
Toxicroak's abilities are Anticipation, Dry Skin, and Poison Touch.(HA) Without the ability Dry Skin, Toxicroak is weak to the following types: Ground, Flying and Psychic. With Dry Skin, Toxicroak is immune to water type moves, and 1.25 weak to Fire Type moves, in addition to its other weaknesses. Sawk is weak to Psychic, Flying, and Fairy Types. Sawk's abilities are Sturdy, Inner Focus, and Mold Breaker.(HA) Anticipation can be useful for Toxicroak because if you're up against a Psychic Type, and Toxicroak shudders, you can switch out for a Pokemon that won't be affected by a STAB Psychic move. Dry Skin is helpful if you're doing a rain team. Poison Touch... if you want a chance to poison your opponent. Sawk's ability Sturdy can be useful if you're running Reversal on Sawk. Inner Focus if you don't want to flinch. Mold Breaker is useful if you want to spam Earthquakes. For moves, Toxicroak has access to Sucker Punch, Bullet Punch, and Fake Out, which are priority moves. Toxicroak can also know Thunder Punch, and Ice Punch, which can cover for its weaknesses. Nasty Plot is useful if you're running a special set with Toxicroak. Both Toxicroak and Sawk can learn Earthquake. Sawk can learn some moves that Toxicroak can't, such as Stone Edge. My conclusion is that which one you use depends on what your team is. Toxicroak if you're doing a rain team, having the Dry Skin ability. Toxicroak for a Special Attacker if you don't have any Special Sweepers. Sawk if your team is lacking Physical Sweepers. Toxicroak can also be a Physical Sweeper, but won't hit as hard like Sawk.
