Argoose was the first, followed my mew or vice versa lore-wise. Rhydon is first created by the devs, which is an out of game explanation. Bulbasaur is the first in the dex, due to it being a starter pokemon.

I think he made ryhdon 1st but he let Bulbasaur enter the world first lol. he was da Pokémon though
