To counter Fighting and Electric decks, we'll be making our own Fighting deck. But so as to add in Garchomp, we'll include some Water. Ones not weak to Electric of course. English cards only. This deck should be able to do well when not against Electric and Fighting decks also. It has a high damage output, especially with a solid amount of bench damaging.

Pokemon: 22

x2 Garchomp: http://serebii.net/card/dragonsexalted/090.shtml
-One for 60 that discards Special energies and a two for 100. This can take down any Rayquaza Ex (any Dragon type for that matter).
x2 Gabite: http://serebii.net/card/dragonsexalted/088.shtml
-This one fits the deck better. The other is more for Dragon type decks, which this isn't. One for 20 and two for 40.
x3 Gible: http://serebii.net/card/dragonsexalted/087.shtml
-More HP than the other.
x2 Cryogonal: http://serebii.net/card/noblevictories/032.shtml
-80 HP basic with a two for 70 vs Fighting types. Putting foes to sleep can also help stall early in the game.
x2 Kyurem: http://serebii.net/card/noblevictories/034.shtml
- a 130 HP basic. Outrage deals high damage to the defending Pokemon while Glaciate helps with bench devestation.
x2 Excadrill: http://serebii.net/card/darkexplorers/056.shtml
-A one for 30 against the bench and a two for 50 that gets a card back from the discard pile, which works well with Garchomp and Juniper. Also Electric resistance.
x2 Drillbur: http://serebii.net/card/emergingpowers/054.shtml
-Better than the others.
x2 Landorus Ex: http://serebii.net/card/boundariescrossed/089.shtml
-A 180 HP with Electric resistance. It has a one for 30 which does 30 damage to a benched foe. This goes great with the fast hitting, bench damaging nature of the deck. It also has a three for 80 that can become a three for 150 in dire situations.
x3 Terrakion: http://serebii.net/card/noblevictories/073.shtml
-Can easily OHKO any Electric type, even EX. 130 HP to boot.
x2 Stunfisk: http://serebii.net/card/dragonsexalted/070.shtml
-A one for 20 that does 10 damage to the bench and a two for 40 that prevents retreating. 100 HP and Electric resistance.

Trainers: 22

x3 Pokemon Communication: http://serebii.net/card/blackwhite/099.shtml
-Gets the Pokemon we need.
x4 Pokemon Catcher: http://serebii.net/card/emergingpowers/095.shtml
-Great for getting in weak Pokemon or energy-less evolutions/basics. With the bench damage this deck deals, this can easily finish off a potential threat.
x4 Rocky Helmet: http://serebii.net/card/noblevictories/094.shtml
-Deals damage to the foe when they attack us. This can deter some attacks or just make it easier for us to KO.
x3 Cilan: http://serebii.net/card/nextdestinies/086.shtml
-Gets us Energy
x3 Superior Energy Retrieval: http://serebii.net/card/plasmafreeze/103.shtml
-Gets back energy discarded by Garchomp, Juniper, or lost through other means (fainting or energy removal attacks).
x2 Professor Juniper: http://serebii.net/card/blackwhite/101.shtml
-Draws cards.
x2 Super Rod: http://serebii.net/card/noblevictories/095.shtml
-Gets Pokemon and Energy discarded by Garchomp and Juniper back into the deck. This can also give us a reprieve in some decking situations.
x1 Computer Search: http://serebii.net/card/boundariescrossed/137.shtml
-Searches the deck for a card.

Energy: 16

x8 Fighting Energy
x4 Water Energy
x4 Blend Energy WLFM: http://serebii.net/card/dragonsexalted/118.shtml
-Provides Fighting or Water energy.

You need lots of energy though
Not really. Pokemon have low energy costs. Combine that with Energy Retrieval and Energy is not a problem. The only reason why I ever used 20 energy or more back in the start of TCG was because of Energy Removal and Super Energy Removal. Lacking that, it is very safe to use low numbers of energy.
Still your puting hopes in your draw
We have a lot of drawing power though. Cheren and Cilan can easily get us the Energy we need.
Also, Garchomp adds to drawing power in a perverse way, combined with Energy Retrieval.
