Okay, I will not rate this like I usually do, but will state the flaws at which made your Team rather weak. The fact that you paired Eelektross with Luxray, but not Magnezone baffled me. Magnezone pretty much walls Grass Types and Rock Types for Rotom-W and Zapdos respectively. Magnezone also traps those pesky Ferrothorn and KOes them easily. Another thing I found strange is the fact that you ran Roar over HP Ice here. Also, if you're running a SubStall Zapdos, Discharge is much more preffered than Thunderbolt, I mean, you need to outspeed to stall, no? Now, onto the real rate:

Zapdos

As stated, run Hidden Power Ice over Roar for those Gliscor/Landorus/Dragons that would come your way. Maybe you can try out a more offensive approach by running a 64 HP/192 SAtk/252 Spd spread, as an offensive Zapdos are the most dangerous ones. Not needed though.

Rotom-W

I would prefer to run Rotom-W as the wall of the Team, as you lack one atm. With Bulky Rotom on your Team, it aids in Eelektross' sweep by burning the opponent. Try this variant:

Rotom-W @Leftovers
Trait: Levitate
EVs: 184 HP / 4 Def / 144 SpA / 176 Spe
Bold Nature (+Def, -Atk)
- Volt Switch
- Hydro Pump
- Will-O-Wisp
- Pain Split

This Rotom usually runs Modest, but you can use more of a Defensive variant since you're running WoW and Pain Split. Note, this is the more recommended variant to use than Choice Scarf, as you'll see at the Jolteon section.

Jolteon

Jolteon serves no purpose in this Team at all. It is neither strong enough to be a chaotic Sweeper, or bulky enough to keep it in. Thundurus-T is one of the most threatening Special Sweepers in today's metagame, and for good reason. I realky suggest replacing Jolteon with this monster, it even has the sheer force to 2HKO Tyranitar with Focus Blast, wow! This will be your new Scarfer for the Team. Now run this:

Thundurus-Theiran @Choice Scarf
Trait: Volt Absorb
EVs: 252 SAtk / 4 Def / 252 Spd
Timid Nature (+Spd, -Atk)
- Volt Switch
- Focus Blast
- Hidden Power Ice
- Thunderbolt

This seems like a better replacement. Also known as a ground type cover, it works well here. You'll be ripping through Pokes with this. Thundurus-T was actually the Pokemon that couldv'e wrecked my entire Team, just saying xD

Electivire

Good. But run Expert Belt over Air Balloon now. And don't be so predictable, as you won't know when someone will pull a fast one and run a Transform Mew and sweep you whole ;D

Eelektross

Good.

Luxray

As stated, his guy has his intended role used by Electivire already, and you have a crippling weakness to Rock and Ice Moves now. Magnezone patches this weakness and helps in trapping and KOing the almighty Ferrothorn. Magnezone also appreciates the Ground immunity that most of the Team shockingly brings. Here's the suggested Magnezone:

Magnezone @Leftovers
Trait: Magnet Pull
EVs: 36 HP / 252 SpA / 220 Spe
Timid Nature (+Spd, -Atk)
- Substitute
- Thunderbolt
- Hidden Power Fire
- Flash Cannon

Standard Steel Trapper variant, but standard works, no? Magnezone has the Moves to hurt switch-ins(after trapping) such as Terrakion, Celebi, Kyurem-B, and much more. Use this well.

Well, this is your new Team. One thing worth testing is Lanturn over Rotom-W, as it is bulkier that Rotom-W, and can provide Wish/T-Wave support. Anyway, have fun with the Team.
