he's allowed to use any pokemon from a lower tier if he wants to. Excadrill is a very potent pokemon.

Also Excadrill is Ubers xD

1.If you can find one Deoxys would be a really good choise
2.Why do you have Rock Polish when you already have Evs and OK speed stat
3.Try having more Spd Evs on your Excadrill
This is what i would give for advice, except the things i mentioned i would like to have a team like that.
