What the heck is Mega-Steelix doing here with no sand support?
Oh, and Mega-Rayquaza is banned and you can't use it with Mega-Steelix as it takes up the mega slot.
Some suggestions for the movesets:
Rayquaza: Try the CB set with V-Create > Dragon Dance. It works wonder as a wallbreaker with Rayquaza's 150 Base Attack and good speed.
Kyogre: Try Hidden Power Ground so that Groudon Primal doesn't totally wall you. Ice Beam is solid though, and if you're adamant on it, then it's a keeper.
Zekrom: You should really try a scarf set:

Ability: Teravolt
EVs: 252 Atk / 4 SpA / 252 Spe
Lonely Nature
- Bolt Strike
- Volt Switch
- Draco Meteor
- Outrage
It will serve you as a revenge killer. Draco Meteor hits Ground-types whose physical defense is naturally higher than their special defense, while Outrage rips holes in teams that lack Xerneas or Arceus Fairy/whose Xerneas or Arceus Fairy is fainted and Volt Switch grabs momentum, deals parting damage and can pick off a weakened Pokemon. Finally, Bolt Strike is Electric STAB which comes very handy, considering that the Uber Metagames present a scarce number of viable Grass/Electric types outside of Arceus' forms (let's be real, Arceus-Grass has 5 weakness and is outclassed by other forms for support).
