First time making a team like this, new to the double battle situation. Looking for advice on EVs, items, and movesets. Also not sure about Seismitoad or the Stealth Rock strategy in a double battle situation. In most cases while trying this team out on Showdown, I ended up losing Seismitoad before it was even able to get the stealth rock out. I also saw that Porygon2 was banned for series 6, but I'm not sure if Porygon-Z is banned? If it's not banned, why is Porygon2 banned while Porygon-Z isn't? I'm sure most of these movesets are somewhat predictable.

I made an alternative version to this team that I'm currently testing out. For this setup I usually start with Comfey & Toxapex to get out Toxic Spikes. This two together can survive most hits while slowly ship away at that health of most opponents (or healing themselves). Have found that with such a soft Arcanine that the Intimidate + Will-o-Wisp wasn't totally worth it. This build definitely leaves me open to a fair amount of Super Effective hits. Other than Toxapex (and Comfey to a degree), none of these mon are that tanky. Additionally, with Toxic Spikes theroetically on the field, Gengar didn't necessarily need toxic (plus breeding a Gengar with Toxic as an egg move is going to be really time consuming, ha). Considering swapping out Gengar for Polteageist with a similar moveset.

I'm going to recommend building a hyper offense Dracozolt team. Dracozolt has the ability hustle, multiplying its physical attack by 1.5, but lowering its accuracy by 20%. However, you can ususally dynamax(max moves never miss) and keep the attack bonus while negating the accuracy nerf. Here's the set:

I'm not sure what seismitoad is here for. Stage hazards are almost completely useless in VGC as matches at max only swich about 4 times, excluding if a pokemon dies. Poison Point is also relatively useless as stalling is also pretty useless because it takes about 4-10 turns in total for a game to end, definitely not enough time to stall your enemies to death. The only reliable chip damage you'll get is from G-Max Cannonade or G-Max Volcalith.

Milotic is pretty good, thanks to competitive, since Dracozolt does not appreciate intimidate, although I'd give it hypnosis as well as coil for the defense boost over ice beam and substitute. Also put wiki berry on it.

Sylveon is also pretty solid although I'd give it pixie plate and quick attack over wish.

Gengar is much too fragile to run black sludge, give it sash. I'd also give it icy wind to drop speed as well as hypnosis and taunt. Sludge Bomb is the only move I'd keep.

Porygon-Z is really good but can't really be used here as it is really only viable if the entire team is built around it, so I'll suggest removing it. A redirector here, such as clefairy or amoonguss, would be really good. Follow Me can completely stop Dracozolt from taking any damage.

Arcanine is solid. I'd definitely invest a lot more into speed though, and protect over morning sun. Also, Sitrus Berry-Arcanine isn't bulky enough to have wiki.

You'll generally want to lead Dracozolt and Clefairy, or if the enemy outspeeds Dracozolt, lead Gengar instead of Clefairy. If the enemy has an intimidater, you'll want to bring milotic, if not, you probably want Arcanine and finally, have Sylveon in the back as a cleaner.

BTW if your playing on showdown Battle Stadium Doubles lets you play series 6(banlist on), and VGC 2020 lets you play series 5(banlist off)

Venasuar-Had chloryphyll which doubled its speed in sun, and it got access to the second worst move in the world, sleep powder.
Gyarados-In singles, ran moxie and choice scarf or dragon drance and sash, then swept/
Porygon2-Really bulky trick room setter when it ran eviolite, and unlike the current trick room setter dusclops, it actually knows how to do damage.
Tyranitar-Set sand, also massive 134 base attack.
Torkoal-Set sun, had a massive 140 defense and knew great moves like eruption and body press.
Hippowdon-Super bulky physical tank in singles
Magnezone-I have no idea, i know in singles you could run spec'd magnezone
Togekiss-Like clefairy(had follow me, helping hand), but also could play offensively with 120 base special attack
Excadrill-Massive base 135 attack, and had sand rush which doubled its speed in sand.
Whimsicott, had prankster, which gave non-attacking moves prioirity, and tailwind, which doubled the speed of its allies.
Incineroar-Arcanine, but had fake out and parting shot which lowered the opponents attack and special attack one stage, then swiched out.
Mimikyu-(mainly in singles) could stall out dynamax with its ability disguise and protect as well.
Rillaboom-Had access to grassy glide, which was a 70 power move that got priority if it was on grassy terrain. Rillaboom had the hidden ability grassy surge. It also got G-Max Drum-Solo, which was 160 Base Power.
Cinderace-Got libero, which gave all of its moves STAB. It also got G-Max Fireball, a 160 base power move.
Indeedee-Got expanding force, which is an 80 power move that gets 120 power if its on psychic terrain as well as hit both opponents. Indeedee got psychic surge, and could play offensively with the male version and defensively with follow me as female.
Dragapult-The fastest pokemon EVER. Also got dragon dance.
