You'll want another opinion on this, because I'm not exactly great at this stuff, but...
Is Dragon Tail really good for your Steelix?
It has low priority, meaning you won't make use of the Trick Room.
Plus, it isn't super on anything that resists your Gyro Ball.
Let's just quickly look at the effectiveness.
Gyro Ball- Super on: Rock, Ice, Fairy,
Not very on: Electric, Fire, Steel and Water.

Dragon Tail- Super on: Dragon.
Not very on: Steel.
Immune: Fairy

Look at that. The only coverage it gives is against Dragon.
Plus, you don't have any hazards (Spikes, Stealth rock etc.) meaning you won't be able to make much use of the forced swap-out from Dragon Tail.
Based on all this, wouldn't it be better to run a ground attack?
Ground is super effective on Electric, Fire, Steel, Rock and Poison.
That covers 3 of the 4 types that resist steel, and it's normal effective on the fourth one. You'd also get STAB, and should easily be able to find an accurate move with higher power. Earthquake, maybe?
If you do this, you'll only need to worry about Electric, Fire, Steel or Water types with levitate or a secondary flying typing.

Remember, try get someone else's opinion on this.

Also, just quickly, try replacing Flare Blitz with Fire Punch. You should still be able to do big damage without having insane recoil added to the Life Orb. Especially with STAB, Sheer Force AND Life orb boosting the damage.

Coverage isn't the point of Dragon Tail, nor is entry hazards. It's to force out Pokemon that you don't want in on the field, e.g. setup sweepers. Flare Blitz is better to ensure crucial KOs and 2HKOs on several Pokemon, while making Darmanitan more difficult to switch into. Worth the recoil, which is also made up for somewhat by Darmanitan's good HP stat.
The only problem with earthquake is it would hit my Pokemon as well.... But I'll see what I can do
Also i believe sheer force prevents the recoil from the life orb
