Umbreon should not have Eviolite? It won't do anything because it is fully evolved. Use Leftovers instead. Also, Foul Play is better than Dark Pulse because you can punish Physical attackers. Also, Synchronize is a better ability because it discourages other stalls from trying to inflict status on it.

Noctowl is extremely unviable in UU. It's more of a special wall than an attacker, but Mandibuzz outclasses it in practically every way. Run a specially defensive Mandibuzz with Knock Off, Roost, Taunt, and Defog.

Gardevoir is fine.

Blastoise is fine, but you should put the last 4 EVs into Defense or HP.

Flygon is outclassed by Mega Sceptile in UU. Not only does it have better SpA and Speed, but it also destroys Swampert and non-Scarf Hydreigon.

Arcanine should just run full physical with Flare Blitz. With 2 other special attackers on your team physical walls typically are not a problem. Arcanine is the only Pokemon on your entire team that can take down special walls like Florges, Blissey, and Porygon2. In fact, I would recommend that you use Close Combat instead of Crunch to take down Blissey and Porygon2. Mandibuzz and Umbreon handle Ghost and Psychic types well so you don't need another Dark coverage move.
