If this is an Uber's team, I would try to use mostly Uber Pokémon. In other words, you have pretty good sets for Primarina, Garchomp, and Sableye, but your better off using them for their respective tiers.

That is mostly true, but it's not exactly how tiers work. "Uber TIER" just means that the Pokemon is banned from OU. A Pokemon in the Uber TIER is not necessarily good for the Uber FORMAT, such as mega Metagross, which just happens to be on this team. The inverse is true as well, as Pokemon like Magearna work great in the Uber FORMAT without being in the Uber TIER.

It is a decent rule of thumb to begin with though. Chances are that the lower tier mon you want to use already has its niche covered and then some by an Uber tier mon. In this case, the Garchomp is heavily outclassed by Zygarde-Complete for the role he wants it to perform.
