There is no reason to run both Surf and Hydro Pump on Kingdra, and with Swift Swim, Choice Scarf is unnecessary. Replace Surf with Flash Cannon or Signal Beam, and replace Choice Scarf with Specs.

R u sure that Waterfall is the best Water move to use on M-Swampert?
Can Swampert learn a better one?
@KRLW890 most of Kingdra’s coverage moves do less damage than a STAB Surf in rain, so Surf should be used, since Hydro Pump is proven to have less than 50% accuracy in extremely important scenarios (not even kidding)

@Octalmari Waterfall, although an HM (which are usually weak), has a solid 80 BP, and is Swampert’s most powerful water attack.
