Explanations:
Zacian will probably be the dominant legendary with its 170 base attack. Thus, I am using Necrozma-Dusk-Mane to(somewhat) counter it. Of course, zamazenta can do a much better job, but I enjoy Prism Armor being able to tank special hits and Necrozma's base 157 Attack, only second to Zacian or Kyeurem-Black. Plus, Necrozma-Dusk-Mane gets to have a held item other than the Rusted Sword, and with weakness policy I expect to sweep. Brick Break for opposing steel types.
Necrozma-Dusk-Mane also suffers from its lack of speed, so I brought Trick Room to counter that. Dusclops over Porygon2 for its ability to activate Necrozma's policy.
Necrozma-Dusk-Mane has a great defense, but not so much special defense. Thus, I expect Sandstorm to help cover that. Excadrill for further abuse of sand with its base 135 attack and becomes what is essentially the fastest pokemon in sand.
Butterfree is a strange pick, but it can support with tailwind and rage powder, as well as put pokemon to sleep, which I expect to be especially helpul for other legendaries. Plus, it gets access to pollen puff for healing.
Incineroar will also be really helpful when handling legends. The ability to get pokemon to an instant -0.67x attack on switch in will be really helpful pokemon with high base attack. Other than that, classic intimidate set
My three leads are probably Necrozma and Dusclops with Tyranitar and Incineroar in the back, Tyranitar and Excadrill with Necrozma and Dusclops in the back, and finally Butterfree and Excadrill with Necrozma and Incineroar in the back.
