Use Scald on Toxapex, and switch 4 atk to 4 sp. def on Toxapex, maybe Nasty Plot or Calm Mind for a fourth move on Lucario.

For Blaziken, remove poison jab and get flare blitz for STAB; it's not weak to fairy due to its fire typing and grass will be covered by flare blitz. Also consider removing scarf and getting leftovers and replacing earthquake with protect or swords dance for setting up with speed boost. The Lucario only has three moves; maybe make the fourth vacuum wave for priority or nasty plot to set up. The assault vest on thundurus kind of hinders its ability as a setup sweeper; you could replace it with electrium Z or life orb or something so that it can nasty plot. Dark pulse and flash cannon don't really help much and could be replace with focus blast for coverage on rock and ice types, and perhaps defog to clear away hazards and maybe HP flying since it is the only special flying STAB move it can learn. Lugia is mainly a staller so you should give it toxic instead of surf. Also the ability should be multiscale to add to its bulk. Toxapex should have scald instead of liquidation and toxic or baneful bunker instead of knock off.
