I had a team before that got me to 1500 ELO, but it struggled there, so I built this one, and it’s gotten me to >1700 ELO. I’m looking to improve it

I'm not that good at competitive, but is v-create good on rayquaza? Also, is water spout good?
I think you should have a defogger (Lugia) because if anyone sets up stealth rock or spikes, Rayquaza's Focus Sash goes into vain.
V-Create is pretty good on Rayquaza, but I don’t like how it ruins your stats. Water Spout has amazing base power, and I use it against slower opponents (Melmetal) or Pokémon that often take a turn setting up (Xerneas)

No counters for Zacian-C, it's like unstoppable for this team. Getting Stealth rocks to nullify Multiscale and Mega Rayquaza's Focus Sash means Lugia is dead by Wild Charge while Behemoth Blade beats the latter after Stealth Rock damage.
The Lugia set is completely bad. Getting Substitute means you can't hurt them through Thunder Wave and Calm Mind isn't good, since Lugia is support.
Lugia @ Leftovers -----> Heavy-Duty Boots
Ability: Multiscale
Shiny: Yes
EVs: 252 HP / 252 Def / 4 SpA --> 4 Sp.Def
Calm Nature
IVs: 0 Atk
- Calm Mind --> Defog
- Roost
- Thunder Wave
- Aeroblast -> Whirlwind
The EVs allow it to completely wall Primal Groudon, Mega Rayquaza, and also Zacian-Crowned. Roost chosen over Recover so that when you outsped Zacian-Crowned after Thunder Wave, you lose flying-type to decrease Wild Charge damage output. Whirlwind negates Xerneas and Dragon Dance Mega Rayquaza, etc. and also those who hide behind Substitute to annoy you.
Kyogre-Primal @ Blue Orb -> Kyogre @ Choice Scarf
Ability: Primordial Sea -> Drizzle
Shiny: Yes
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Origin Pulse
- Water Spout
- Thunder
- Ice Beam
Seems solid, but you can try Scarf Kyogre which has more viability than Primal.
Zekrom @ Choice Scarf -> Leftovers
Ability: Teravolt
Shiny: Yes
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Bolt Strike
- Dragon Claw -> Dragon Dance
- Stone Edge -> Substitute
- Dual Wingbeat (For marshadow, breaks Sash)
This sounds weird..... Dragon Dance sets have more viability than this, also Scarf Kyurem-W is viable than this in any way imaginable.
Kyurem-White @ Choice Scarf
Ability: Turboblaze
Timid Nature
- Fusion Flare
- Freeze Dry/Ice Beam
- Draco Meteor
- Earth Power
Either have one of this. Kyurem-W can also revenge kill Mega Rayquaza, Yveltal, and Zacian-C. Note is that don't use this set against Dusk Mane if it's full HP since they are lures to activate Weakness Policy.
Yveltal @ Life Orb
Ability: Dark Aura
Shiny: Yes
EVs: 252 SpA / 4 SpD [4 atk] / 252 Spe
Timid Nature -> Hasty Nature
IVs: 0 Atk
- Dark Pulse
- Oblivion Wing
- Heat Wave
- Psychic -> Focus Blast/Knock Off/Sucker Punch/Rock Slide
Psychic is trash. Try Knock off/Sucker Punch for Chansey sisters or Focus Blast if feeling Tyranitar walls you. Alternatively Rock Slide finishes Ho-Oh.
Necrozma-Dusk-Mane @ Solganium Z -> Rocky Helmet/Leftovers
Ability: Prism Armor
Shiny: Yes
EVs: 4 HP / 252 Atk / 252 Spe -> 252 HP/ 252 Def/ 4 Sp.Def
Jolly Nature
- Dragon Dance -> Stealth Rock
- Sunsteel Strike
- Photon Geyser -> Morning Sun
- Earthquake -> Thunder Wave/Knock Off
:/ Ultranecrozium is better, if not then Try weakness Policy. Basically try defensive set to wall Sword dog. Mega Rayquaza is fine but honestly Life orb sets rule over Sash.
Hope this helps.

Ok, I’ll try some of these out. Thanks!
Note:I didn’t realize Zekrom got D-Dance, I guess I got him mixed up with Garchomp
