I still don't know why Chandy is UU to them.....and it needs a Choice Scarf.

I only have one suggestion.

Why don't you just make blastoise relaxed.  (+defense,-speed)
You obviously don't care about its speed, so why make rapid spin less effective.  I know you don't want it for damage, but it still could do something.
