Overall team suggestions:
I'm putting this upfront bc of the unusual composition of the team. Your team has two distinct leads: Meowscarada and Alolan Ninetales. Both belong in Hyper Offense, or at least Offensive teams. However, your team only has one wallbreaker in Munke, as well as one setup sweeper in Bulky Tusk. Offensive threats, such as wallbreakers, and setup sweepers are quite vital in Offensive teams, with many HO teams packing around 3 setup sweepers (including most of my teams). In other words, the team is like a balance team with HO elements sprinkled in. Therefore, I'm gonna try and model this into a balance team. Considering your previous vile deeds with the cursed playstyle of stall, I doubt you can adapt to the fast playstyle of HO.
With that being said...
Meowscarada: A suicide lead like this does not fit this teamstyle. Balance teams do use hazards, but they have setters that can come in multiple times a game in case the hazards get removed. However, your team does lack speedy threats, which, from my experience, is something needed on balance teams to deal with faster offensive threats. Thus, Meowscarada's Scarf set could easily fit on this team. Here's the set from Smogon;

This follows the simple premise of most Scarfers; STABS, pivoting, and a coverage move. Tera Grass Flower Trick along with Knock Off can exert a lot of offensive pressure, and U-Turn is easy momentum. Play Rough hits Dragons, Darks, and Fightings such as Dragonite and Valiant. Pretty straightfoward set.
Zapados: Zapados feels like a great nickname for Zap. Anyways, I have no idea if you intend to use this offensively or defensively. It has the moves of a semi-offensive set, but has the EVs of a defensive set. Because Munke already fills the role of of a strong Special Attacker, I'm gonna make this a defensive set.
Zapdos @ Heavy-Duty Boots
Ability: Static
EVs: 252 HP / 104 SpD / 152 Spe
IVs: 0 Atk
Tera Type: Steel
Timid Nature
- Roost
- Volt Switch
- Hurricane
- Heat Wave
This set is similar to the set you are currently using, with more HP investment to act as a more defensive pivot compared to Meow. 152 Speed and Timid hits 301, outspeeding max speed Tusk and Gholdengo, along with other things. Tera Steel provides resistances against Ice and Rock, and can be crucial to survive a healthy Tusk's Ice Spinner, or be immune to Sneaseler's Dire Claw.
Munke: Because I myself have no idea how to use it, I feel like this is a pretty good set. Adapt it depending on how your games go.
Tusk: A defensive bulk up set...interesting. This is apparently using the EVs of the Smogon Defensive BU set, with the moves of an Offensive BU. With this minimal speed invest, it's gonna be hard to outspeed many things with only one spin, which is usually how many spins you'll get off before something threatens you, be it a Scarfer, Enamorus, or something. Because your Meowscara really appreciates hazard removal to pull off its U-Turn antics, I recommend this set below:

EVs: 252 HP / 252 Def / 4 SpD

This is a full defensive set, with EQ and Body Press as STABs, Knock Off as utility, and Spin is Spin. Not much is changed except for the EVs and nature, but the playstyle is quite different. I recommend you preserve it throughout the game if your opponent has a resilient hazard setter, such as Ting-Lu.
Garganacl: Now that Tusk switched over to be fully defensive, pull up the most offensive Garg set: Curse.

Ability: Purifying Salt
EVs: 252 HP / 156 Def / 100 SpD
Tera Type: Water
Impish Nature
- Curse
- Salt Cure
- Recover
- Earthquake
This is a very powerful wincon for your team once Special Attacking threats are removed. Just switch it in, Curse, and spam. The defense invest is to not get 2HKOed by Tusk's high powered STABs, CC and Headlong Rush. If necessary, Tera Water is a great defensive type, covering many of its weaknesses without providing many more.
Ninetales-Alola: Because of how this team is now structured, I don't think Alolan Ninetales fits on this team anymore. Veil is not necessary with the presence of defensive Zapdos and Tusk. Therefore, I recommend a faster setup sweeper that can muscle through opposite fast Pokemon which can otherwise blow through Garg. Thus...
Iron Moth @ Booster Energy
Ability: Quark Drive
EVs: 124 Def / 132 SpA / 252 Spe
Tera Type: Grass
Timid Nature
- Substitute
- Fiery Dance
- Sludge Wave
- Energy Ball
With Scarf Meow and Zapdos on the team, Ground type threats a covered easily, which leave opportunities for Iron Moth. Substitute allows Moth to capitalize on the switches it forces out. For example, a Rillaboom locked into a Grass move will be threatened out by Moth, so while it switches to, say, Kingambit, subbing offers a way out of its threatening Sucker Punch. Tera Grass boosts Energy Ball into a formidable coverage move, plus packing resistances to Water and Ground if needed.
