Growlithe
This Growlithe is a great revenge killer. Not much issues here, though if you want to go with Smogon's moveset, then have Toxic instead of Crunch.
I would go with this EV set: 76 HP / 196 Attack / 36 Special Defense / 196 Speed
It works great.

Elekid
If you ever get Dream World, then switch the ability to Vital Spirit.
I would switch Wild Charge to Thunderpunch. Even though Wild Charge is powerful, recoil isn't the best. But it's your choice. Also, since you have Horesea and Rain Dance, maybe you can switch Thunderpunch to Thunder if you want, but I wouldn't recommend it unless you know you will get Elekid in play before the rain stops.
Again, EVs: 252 Attack / 236 Speed

Again, if you get Dream World, get it's DW ability.
Also go with Eviolite.
Your nature can also be Careful Nature. (+SpD, -SpA)
Another move instead of Earthquake could be STAB Return with max. happiness.
76 HP / 156 Defense / 236 Special Defense
Or go with Smogon's EV set: 196 HP / 76 Def / 236 SpD

Shroomish
That's a pretty good Shroomish you've got there. Though why Toxic and Spore? I would just have Spore to put the opponent to sleep. Replace Toxic with Leech Seed for extra HP. You can have this EV set: 196 HP / 116 Defense / 180 Special Attack / 116 Special Defense

Horsea
I actually don't know if Swift Swim + Rain Dance is a banned combo or not, so I'll say it's not as you have that combo.
Another option is to have Eviolite or Leftovers on it.
Switch Octazooka for Hydro Pump or Surf. Hydro Pump for more power, or Surf for better accuracy.
I'm not sure about Outrage. While it's good and powerful, you have no Lum berry and can't switch when you're using it. Maybe replace it for Ice Beam to take down Dratini's and Axew's. Your choice.
Timid or Modest. Both work.
EVs: 36 HP / 36 Defense / 200 Special Attack / 196 Speed That's one decent EV set. You can also try this set from Smogon: 36 Def / 200 SpA / 76 SpD / 196 Spe

Golett
Change the ability to No Guard. That makes everything 100% accuracy.
Here would be a good set for Golett:
Golett @ Life Orb / Trait: No Guard / EVs: 44 HP, 164 Attack, 36 Defense, 236 Speed / Adamant Nature (+Atk, -SpA)
- Rock Polish
- DynamicPunch
- Earthquake
- Return
With the speed EVs, and some Rock Polish, Golett besomes really fast. Then you can attack with the 3 other moves. Return is to hit with a pretty strong move with max. happiness.
