Yes Timid is almost standard for it.

Deoxys S doesn't need Stealth Rock and Spikes IMO, but could be preference...

And also, why white Herb? He won't last lone enough to need the stats... Not that he needs atk anyway. And most pyschic countering moves are special, such as shadow ball.

It's to take out tyranitar leads as it won't survive anyway with pursuit so you may as well take the tyranitar out.

Restores the defense drop and attack drop incase i need to use superpower again

Tyranitar can not touch deoxys-s its over 300 speed off :D but one superpower will kill the tyranitar, though i doubt white herb will be needed the superpower will not hit much hard even when its super effective.

With that set it will do 96% - 113.9% to your standard ubers tyranitar thats at 4x imagine against a pokemon like arceus which will have more def.
