Please don't ask silly questions like the one you asked about the Psychic type becoming a girl. It wasn't clear enough what Pokemon you were referring to for starters (not everybody reads tags), the language used was a bit on the harsh side, and the answer is obvious. Who gave Mewtwo its Mege Evolutions? Game Freak did, because they are the developers of the game.
