It seems like common sense that the little boy in a group of magical/hero people would have some sort of purpose beyond being small and possibly annoying (or more likely cute but it seems people often dislike the little kid characters). If it's not made clear at first, fans will likely speculate that he's going to have a major role, such as being the heroes' savior with his super secret hidden powers that he MUST have because he's small or, accurately in this case, the villain who's going to attempt to kill everyone. And when he's got a name like Fear? Yeah, a little suspicious. Though if everyone has weird names like that, it probably won't be as noteworthy.

There would be some who could see it coming from a mile away, I'm sure.

I think Gotenks is cute.

Oh wait that's not what we're talking about. I think Fear is cute. You know, before he's revealed to be a complete maniac.

Oh wait being cute doesn't make a character good I keep forgetting. He's interesting. Like the concept. Though it feels kinda predictable, there's not really a way to confirm that in the field.
