they just wanted to make vast poni canyon more special. it's probably my favuorite area,  it's full of great pokemon and has a really good idea behind it

gamefreak:
we need to prove to people that we didn't just throw in location specific and move specific evolutions into pokemon for gen 4 evos of past-gen pokemon!

but how?

create a new location for evoulution, make two new location specific evos and randomly throw the magnet zone area a million miles away from mount lanika and the geothermal power plat, areas that both would have made sense.
also, have steenee evolve when it learns stomp.
