if you wish to know the way of the Dragon Master there are 3 important rules that might apply to Capturing Frank's Henchmen,

1. Dragon Dance your Spe and Atk to be able to find and take them down
2. Coverage is very important, so are assets, I would recommend finding some
3. Sylveon is your ENEMY, I don't really know how that will help but hey, every piece of info counts.
