After you obtain only 25 points, the approval thing is bypassed (except on old questions; that’s 200).

I think the odds will be 1/64 for female offspring if you breed a male Shiny Gyarados. And if you bred it with another Shiny Pokemon, I think the offspring have a 1/64 chance to be Shiny regardless of gender. I could be wrong, though.

According to Bulbapedia, 1/8192. These odds were changed in Gen 6, becoming 1/4096. So anyway, congrats!
