Normally that's supposed to be the chat room, but these days the chat room is kind of wacky and doesn't really have good battlers. You can get opinions on RMT though (albeit mostly under the comment section of the question).

This is a general reminder of the rules of the site. http://pokemondb.net/pokebase/rules
Based on some of your recent posts, you don't seems to be familiar with them. I'll briefly compile the ones you aren't following, but I highly recommend reading them all to be sure.
a. As mentioned previously, the RMT section is exclusively for rating teams, not making them or choosing them for you as you seem to think based on a number of your recent submissions. Build a team yourself, play with it, iron out the obvious flaws then come back here to see what others have to say about it.
b. In each team, you must include all details necessary on each Pokemon, which means items, abilities, EVs, natures and obviously moves. If you're unfamiliar with EVs, do some research and know a bit about them before you post on a competitive battling site as they're vital to the game. Posts that lack any of these details will be taken down.
c. QwertyZoom is absolutely right. Unless you're familiar with the metagame the team was made for and have experience in it, it's probably better not to rate teams. There's so much more to competitve Pokemon than a simple "8/10" rating.

A quick tip with RMTs... don't rate teams until you're absolutely sure you're  improving it. When you don't have actual battle experience (like rating VGC teams without any actual VGC experience, as you just said), you don't know what to expect from the metagame and what to counter. There's a good chance you'll end up spoiling a good team and worsening a bad one. If you want to do good RMTs everyone can agree with though, you have to know the format like that back of your hand. That's all :)
